TRANSMISSION COMPANY OF NIGERIA (TCN)

INVITATION TO TENDER FOR EXPRESSION OF INTEREST FOR THE TECHNICAL, ENVIRONMENTAL AND SOCIAL FEASIBILITY STUDIES FOR THE CLOSING OF THE 330KV LAGOS LOOP
(AKANGBA-IJORA-ALAGBON 330KV DC TRANSMISSION LINE AND THE CONSTRUCTION OF THE IJORA 330/132/33KV) TRANSMISSION SUBSTATION.

1. INTRODUCTION:
The Federal Government of Nigeria through the Transmission Company of Nigeria (TCN), intends to apply part of its TCN’s Internally Generated Revenue for the payment of Technical, Environmental and Social Feasibility Studies for the Closing o the 330kV Lagos Loop (Akangba-Ijora-Alagbon 330kV DC Transmission Line and the Construction of the Ijora 330/132/33KV) Transmission Substation.
Accordingly, proposals are invited from Consulting firms consisting of suitably qualified and experienced financial, technical and legal team to carry out the feasibility study for the Transmission Company of Nigeria.

2. SCOPE OF THE ASSIGNMENT
a. Review of technical evaluation of previous studies
b. Engineering Studies: Closing of the 330kV transmission Lagos loop Akangba – Ijora – Alagbon 330kV transmission line with installation of 330/132kV substation at Ijora using the same Right of Way (ROW) of the existing 132kV DC line.
c. Preparation of an Environmental and Social Management Plan (ESMP), incorporated in the ESIA detailing the potential impacts associated with the project and the corresponding mitigation measures, assigned responsibilities and costs implications for implementing the ESMP.
d. Conduct Land and Social Surveys as well as census and inventory of the ROW. Thereafter, prepare a Resettlement Action Plan (RAP) taking into consideration the concerns of various stakeholders (especially the PAPs) including relevant government agencies.

3. ELIGIBILITY REQUIREMENTS (NIGERIAN COMPANIES ONLY)
All EOI for the service must be accompanied with the following:
a. Certificate of Incorporation with the Corporate Affairs Commission (CAC) in Nigeria with forms CO2 and C07).
b. Current Tax Clearance Certificate for the past three Years 2016, 2017 and 2018) valid till 31st Dec. 2019
c. Three years company Audited Financial Account duly stamped by a registered Auditor for the year 2016, 2017 and 2018)
d. Evidence of current PENCOM compliance Certificate valid till 31st December 2019.
e. Evidence of current (ITF) certificate valid till 31st December 2019.
f. Evidence of Registration on the National Database of Federal Contractors, Consultants and Service Providers by submission of Interim Registration Report (IRR) expiring on 31/1/2020 or valid Certificate issued by BPP.
g. Evidence of current NSITF Compliance Certificate valid till 31 December 2019

4. ELIGIBILITY REQUIREMENTS (FOREIGN COMPANIES)..
a. Evidence of Company Registration in Home country
b. Evidence of Tax clearance certificate for past three (3) years 2016, 2017 & 2018)
c. Three years Company Audited Account 2016, 2017 & 2018)

5. QUALIFICATION REQUIREMENTS
TCN intends to use Quality and Cost Based Selection Method for the procurement of these services.
The under listed qualification requirements applies to both local and foreign companies, including joint ventures.
a. Evidence of having successfully carried out at least two (2) similar assignments in nature and complexity with awards letters and completion certificates within the past five years and or details of on-going services with is substantially completed.
b. Detailed Company profile showing staff CV and including copies of qualifications.
c. Relevant experience, Availability of requisite and appropriate skills among key staff and persons to be engaged in the services (Please attach certified curriculum vitae of key staff). Team Leader with at least 15 years’ experience in preparation of ESIA and ESMP, and key professional staff.
d. When a company is in joint Venture, partnership or Consortium Agreement the MOU must specify the role of each partner and clearly define in the JV agreement, a copy of which must be attached. (CAC, Tax Clearance Certificate, Pension Compliance Certificate, ITF Compliance Certificate, NSITF Compliance Certificate, IRR & Sworn Affidavit are compulsory for each JV partner);
e. Evidence of Financial Capability/Bank Reference.
f. Sworn Affidavit disclosing whether or not any officer of the relevant committees of Transmission Company of Nigeria or the Bureau of Public Procurement is a former or present Director, shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in its bid are true and correct in all particulars.
g. The criteria above shall constitute part of Technical requirements.
h. All document for submission should be transmitted with company covering letterhead paper bearing among others, Company registration number (RC) contact address, Telephone number, (GSM No.), email address. The letter head paper must bear the names and nationality of the Directors of the company at the bottom of the page duly Signed by the authorized officer of the firm.

6. SUBMISSION OF EOI DOCUMENTS
All EOI documents shall be submitted in two hard copies each.
Completed EOI shall be sealed and clearly marked “EOI”
The name and mailing address of the consulting firm must be clearly written on the envelope(s) and put together in a larger envelope. The EOI must bear the relevant
Qualification Prerequisites and submitted to the above stated below not later than 12:00 noon on Monday, 18th November, 2019.

7. CLOSING & OPENING OF PROPOSALS
EOI will be opened immediately after the deadline for submission at 12:00 noon on
Monday, 18th November, 2019 at the Conference Room, 2 Floor TCN Hqs, Plot 14, Zambezi Crescent, Maitama, Abuja.

8. PLEASE NOTE
a. Please ensure that you sign the EOI Submission Register in the office for submission indicated in item 7 as TCN will not be held Liable for misplaced or wrongly submitted bids.
b. Only shortlisted firms will be invited at a later date for collection of Request for Proposals;
c. EOI submission after the deadline shall be returned unopened to the respective consultants.
d. EOI must be in English Language and signed by an official authorised by the bidder.
e. Any Consulting Firm engaged in TCN, PHCN, PMU or NIPP project whose performance has been proven to be unsatisfactory will not be pre-qualified.
f. Evidence of Environmental, social, health & Safety (ESHS) certification which must be valid at least two months before the closing date for the Request for Proposals.
g. TCN reserves the right to verify any claim by Applicants and should, therefore, include in their submissions necessary authority and guarantee for such verification.

2. TENDER DOCUMENTS:
The tender documents including un-priced Bill (s) of Engineering Measurement and Evaluation (BEME)/Bill(s) of Quantities (BOQ) which are obtainable from the Director, Department of planning. REQUEST FOR EXPRESSION OF INTEREST FOR YEAR 2019 CONSTITUENCY PROJECTS.

1. INTRODUCTION:
The National Root Crops Research Institute, Umudike (NRCRI), Abia State, hereby requests interested, competent and reputable service providers with relevant experiences, requisite expertise and good track records to apply, for consultancy services for “Year 2019 constituency projects” in compliance with the requirements of the Public Procurement Ad “2007” of the Federal Republic of Nigeria.

1.1 SERVICES

Capacity Building for farmers to cassava processing and Production.

Lot 2

Training of rural women, youths, local processors on standardized value addition and processing methods of root and tuber crops in Nigeria

Lot 3

Advanced capacity building in improved cassava production and process for rural farmers in Ahiazu Mbaise.

Lot 4

Consultancy services on rehabilitation of 2km Afiankwo to Afiaegu rural road in Onicha Igboeze Ebonyi State.

Lot 5

Provision of farming machinery and equipment in the three geo-political zones in the north

Lot 6

Provision of farming machinery and equipment in the three geo-political zones in the south.

2. ELIGIBILITY CRITERIA
Interested firms should submit two (2) bound EOI documents duly signed, paginated, separated by dividers and arranged in the order outlined hereunder:
(a) Evidence of Certificate of Incorporation (or Business Name where applicable) issued by Corporate Affairs Commission (CAC) including Forms CAC2 and CAC7;
(b) Evidence of Firm’s Tax Clearance Certificate (or Personal Income Taxes of the Partners where applicable) for the last three (3) years valid till 31st December, 2019
(c) Evidence of current PENCOM Certificate valid till 31st December, 2019;
(d) Evidence of current Industrial Training Fund (ITF) Compliance Certificate valid till 31st December, 2019;
(e) Evidence of current(NSITF) Compliance Certificate valid till 31st December, 2019;

Umudike or the Bureau of Public Procurement is a former or present Director, shareholder or has any pecuniary interest tit the bidder and to confirm that all information presented in its bid are true and correct in all particulars; Company’s Audited Accounts for the last three (3) years* 2016, 2017, 2018;
(j) Evidence of financial capability to execute toe project by submission of Reference Letter from a reputable commercial bank in Nigeria; indicating willingness to provide credit facility for the execution of the project when needed;
(k) Company’s Profile with the Curriculum Vitae of Key Staff to be deployed for the project, including copses of their Academic/Professional qualifications:
(m) Verifiable documentary evidence of at least three (3) similar Jobs executed in the last five (5) years including Letters of Awards. Valuation Certificates, Job Completion Certificates and Photographs of the projects;
(n) All documents fey submission must be transmitted with a Covering/ Forwarding letter under the Company/Firm’s Letter Head Paper bearing amongst others, the Registration Number (RC) as issued by the Corporate Affairs Commission (CAC), Contact Address, Telephone Number (preferably GSM No.), and e-mail address The Letterhead Paper must bear the Names and Nationalities of toe Directors of the Company at the bottom of the page, duly signed by the authorised officer of the firm.

3. SUBMISSION OF EOI

NATIONAL URBAN WATER SUPPLY REFORM PROJECT III (NWSRP)
REQUEST FOR EXPRESSION OF INTEREST FOR
CONSULTANCY SERVICE FOR DETAILED ENGINEERING DESIGN AND SUPERVISION OF WORKS OF ONDO URBAN WATER SUPPLY PROJECT.

1. The Ondo State Government through the Federal Government of Nigeria has received financing from the “Agence Francaise de Development” (AFD) for the implementation of the Ondo State Urban Water Supply Project under the National Urban Water Sector Reform Program – III (NUWSRP III), of which Ondo State is one of the Final Beneficiaries.

2. The principal objectives of the project is to increase the coverage, continuity and quality of a sustainable water supply service in Akure, Ondo State and financial viability

3. The Ondo State water Corporation now intends to apply a portion of the proceeds of this financing towards the following engineering services: –
• Rehabilitation and recommissioning of production facilities at Owena Multi-purpose Dam WTP
• Construction of a transmission systems to a new reservoir in Southern Akure
• Construction of new reservoir in Southern Akure
• Rehabilitation, extension and densification of the distribution network, including implementation of water meters on the networks and on all connections
• Construction of balancing reservoir near the Water Treatment Plant head works
• Construction supervision of the Works.

4. The Ondo State Government, on behalf of Water Corporation of Ondo State, now invites Consulting firms to indicate their interest in providing the services. Interested applicants must provide the following information indicating that they are qualified to perform the services: –
(i) A covering letter addressed to the Ondo State Water Corporation on the official letter head of company duly signed by authorized signatory
(ii) Evidence showing the field of specialty of the firm (“Consultants profile/brochures)
(iii) Evidence showing that the firm is a legal entity (certificate of registration)
(iv) Evidence of registration with relevant authorities and professional bodies
(v) Evidence showing the technical and managerial capacities of the firm in the field of assignment
(vi) Audit financial statement of the Applicant for the last three years
(vii) Description of similar assignments. Determination of the similarity of the experiences will be based on
• The contracts size:
• The nature of the Services “feasibility studies” “detailed technical studies, work supervision”
• The technical team and expertise: application of Global Geographic information System (QGIS) in the execution of the services, Detailed engineering design and supervision of Water Treatment Plant rehabilitation
• Experience of working in similar geographical regions

5. This request for expression of interest is open to all eligible national as well as international consulting entities.

6. The indicative implementation period of the above works shall be 32 (Thirty-two) months.

7. Consultants will be selected in accordance with the QCBS method.

8. Expression of Interest may be submitted by a sole firm or a joint venture of consulting firms.

9. Sole firms or joint venture, shall present a minimum of 15 completed or on-going relevant similar assignments performed during the last 10 years. There shall be at least 3 assignments for which the value of the consultancy services, performed by the firm or a member of the JV, must be more than 2.0 million US dollars.

10. For each similar assignment presented, the consultant shall provide a letter from the Client with the name and contract address of the client (office & email address, and telephone number), date(s) of execution, name(s) of lead and associate firms contract amount and financing sources.

11. The Client will also take into account for the evaluation purposes, the application of the following items:
• Skills and availability of in-house technical back-up experts provided to the on-site experts
• Quality assurance procedures and certifications of the Applicant: ISO 9001 or equivalent

12. Applicants may associate to enhance their qualifications. If the Applicant is a JV, the Expression of Interest (EOI) shall include a copy of the JV Agreement entered into by all members.

13. Alternatively, a letter of intent to execute a JV Agreement in the event of a successful proposal shall be signed by all members and submitted with the Expression of Interest together with a copy of the proposed Agreement. In the absence of this document, the other members’ will be considered as sub-consultants. Experiences and qualifications of Sub-¬consultants will not be taken into account in the evaluation of the applications.

14. The Applicant shall submit only one application, either in its own name or as a mema Joint Venture (JV). If an Applicant (including any JV member) submits or participates in more than one application, those applications shall be all rejected. However, the same Sub-consultant may participate in several applications.

18. Based on the evaluation of the applications that would be received, a maximum of 6 (six) Consultants will be shortlisted, to whom the Request for Proposals (RFP) shall be sent, to carry out the Services.

19. EOI will be assessed based on Qualification 30.0 %, Experience 60.0 %, and Capacity 10.0 % of consulting firm and key personnel.

20. The Client is not bound to shortlist any Applicant.

3.0    ELIGIBILITY REQUIREMENTS

  1. Evidence of Certificate of Incorporation with Corporate Affairs Commission (CAC) including Forms CAC2 and Form CAC7
  2. Evidence of Company’s Income Tax Clearance Certificate for the last three (3) years (2016, 2017 & 2018) valid till 31st December, 2019 with minimum average turnover for each project, as specified in the bidding documents.
  3. Evidence of current Pension Compliance Certificate valid till 31st December, 2019.
  4. Evidence of current Industrial Training Fund (ITF) Compliance Certificate valid till 31stDecember, 2019.
  5. Evidence of current Nigeria Social Insurance Trust Fund (NSITF) Compliance Certificate valid till 31st December, 2019.
  6. Evidence of Registration of the National Database of Federal Contractors, Consultants and Service Providers by submission of Interim Registration Report (IRR) expiring 31/1/2020 or valid Certificate issued by BPP.
  7. Sworn Affidavit disclosing whether or not any officer of the relevant committees of Upper Niger River Basin Development Authority or the Bureau of Public Procurement is a former or present Director, Shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in its bid are true and correct in all particulars.
  8. Company’s Audited Accounts for the last three (3) years 2015, 2016 & 2017.
  9. Evidence of financial capability to execute the project including Reference Letter from a reputable commercial bank indicating willingness to provide credit facility for the execution of the project when needed.
  10. Company profile with the curriculum vitae of key staff to be deployed for the project including copies of their Academic/Professional qualifications (in case of construction: COREN, QSRBN, ARCON, CORBON, etc.)
  11.  Verifiable documentary evidence of at least three (3) similar jobs executed in the last five (5) years including, letters of award, valuation certificate, job completion certificates and photographs of the projects.
  12. List of Plants/Equipments with proof of ownership/lease (where applicable).
  13. For Joint Venture/Partnership, Memorandum of Understanding (MoU) should be provided (CAC, Tax Clearance Certificate, Pension Compliance Certificate, ITF Compliance Certificate, NSITF Compliance Certificate, IRR & Sworn Affidavit are compulsory for each JV partner).
  14. Verifiable evidence of Certificate of the Firm’s Registration with relevant professional body for Lot 8 only.
  15. For procurement of motor vehicles, only companies included in the National Automotive Design and Development Council’s approved list for local manufacturers of vehicles or their authorized representatives should bid for the vehicles.
  16. All documents for submission must be transmitted with a covering/forwarding letter under the Company/Firm’s Letter Head Paper bearing amongst others, the Registration Number (RC) as issued by the Corporate Affairs Commission (CAC), Contact Address, Telephone Numbers (preferably GSM No.), and e-mail address. The Letterhead Paper must bear the Names and Nationalities of the Directors of the Company at the bottom of the page, duly signed by the authorized officer of the Firm.

B.    SCOPE OF WORKS

C. ELIGIBILITY CRITERIA
Interested companies should submit bound bid documents duly signed, paginated, separated by dividers and arranged in the order outlined hereunder:

(12) Company profile to include names, qualification (copies of relevant academic and professional qualifications of such personnel must be attached) and experience of key personnel in civil/electrical engineering projects relevant to each desired lot.
(13) Verifiable documentary evidence of at least three (3) similar jobs relevant to each desired lot in the last ten (10) years including Letters of Award, Contract Agreements, Job Completion Certificates, etc.
(14) Failure to comply with items 1-13 above will lead to disqualification of the bid.

D. COLLECTION OF TENDER DOCUMENTS
Interested companies are to collect the Standard Bidding Document (SBD) from the Office of the General Manager, Procurement. 3rd Floor, NPA Annex Building, 1 Joseph Street, off Marina – Lagos on evidence of payment of a non-refundable fee ofN10,000.00 (Ten Thousand Naira) only. The RRR Number can only be generated at the office of the Asst. General Manager Tariff & Billing on the 4th floor of NPA Headquarters before payment in any commercial bank.

Accordingly, TCN now invites bids from qualified transmission line companies for the reconductoring of IKEJA \WEST-ALIMOSHO-OGBA-ALAUSA AND OGBA-OTTA TEE OFF 132KV TRANSMISSION ONES.

1. SCOPE OF WORKS
As per the detailed bidding documents schedule of requirements, the scope of the works involves the following:

  • Recovering of the existing conductors, Insulators and other materials
  • Re-conductoring of the lines with GAP Conductors

2. QUALIFICATION PRE-REQUISITE
Interested companies are to provide the following;
(a) Certificate of Incorporation with the Corporate Affairs Commission (CAC) in Nigeria with forms 032 and
(b) Current Tax Clearance Certificate for the past three Years (2016, 2017 and 2018) valid till Dec, 2019
(c) Minimum average turnover of N100M is required
(d) Three years company Audited Financial Account duly stamped by a registered Auditor for the year (2016, 2017 and 2018)
(e) Evidence of current Pencom Compliance Certificate valid till 31st December 2019,
(f) Evidence of current  Industrial Training Fund(IFF) certificate in compliance with the provision of Industrial training Fund (ITF) valid till 31st December 2019.
(g) Evidence of Registration on the National Database of Federal Contractors, Consultants and Service Providers by submission of Interim Registration Report (IRR) expiring on 31/01/2020 or valid Certificate issued by BPP.
(h) Evidence of current Nigeria Social Insurance Trust Fund(NSITF)compliance certificate valid till 31st December 2019,
(i) Evidence of Experience with contract awards, valuation certificate, job completion certificates and photograph of the project in at least three (3) Jobs of similar nature executed in the last five years.
(j) Evidence of financial capability to execute the works including reference letter from a reputable commercial bank indicating willingness to provide credit facility for the project.
(k) Company profile and technical qualification showing curriculum vitae of key personnel to be deployed for the project. This should include copies of their academic qualification.
(l) Evidence of Works Equipment holdings or access to the lease of relevant equipment, machinery etc.
(m) For Joint Ventures/Partnership, Memorandum of understanding (MOU) should be provided (CAC, tax Clearance certificate, Pencom Compliance Certificate, ITF Compliance Certificate, NSITF compliance certificate, IRR and Sworn Affidavit are compulsory for each JV partner)
(n) All document for submission should be transmitted with the company covering letterhead paper bearing among others, Company registration number (RC) by Corporate Affairs Commission ( CAC), contact address, Telephone Number, (GSM No.), email address. The letterhead paper must bear the names and nationality of the Directors of the company at the bottom of the page duly signed by the authorized officers of the firm.
( o) A sworn affidavit disclosing whether or not any officer of the relevant committee of Transmission Company of Nigeria or the Bureau of Public Procurement (BPP) is a former or present Director, shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in this bid are true and correct in all.

3. COLLECTION OF TENDER DOCUMENT
Interested companies are to collect the Standard Bidding Document (SBD) from the office pf :

The application shall pay a non-refundable Tender Fees of N10, 000.00 before collection of the Tender document through CBN Remitta platform payable to Transmission Company of Nigeria.

4. SUBMISSION OF DOCUMENTS
All documents shall be submitted in two heard copies each of Technical and Financial bids with soft copy of financial bid only in MS Excel format.
Completed Technical and Financial bid documents shall be submitted in separate envelopes, sealed and clearly marked ‘Technical Bid’ and “Financial Bid”, respectively. The Name and mailing address of the Company must be clearly written of the envelope(s) and put together in a larger envelope.
The Technical Bids must bear the relevant Qualification prerequisites and Technical details ( to be issued with the Tender).
Tenders shall be submitted to the address indicated above not later than 12:00 noon on Monday, 2 December 2019.

5. CLOSING & OPENING OF BIDS
Only the technical bids shall be opened immediately after the deadline at 12:00 noon Monday 2, December 2019 at;

The Financial Bids will be lept unopened. Only pre-qualified bidders at technical evaluation will be invited at a later date for financial bids opening, while the financials bids of unsuccessful bidders will be returned un-opened particulars.

6. PLEASE NOTE
(a) Please ensure that you sign the Bid submission register in the office for submission indicated above, as TCN will not be held liable for misplaced or wrongly submitted bids.
(b) Bids submitted after the deadline of submission would be returned unopened.
( c) Bids must be in English Language and signed by an official authorized by the bidder.
( d) TCN reserves the right to verify any claim by Applicants and should, therefore, include in their submissions necessary authority and guarantee for such verification.
( e) This advertisement shall not be construed as a commitment on the part of TCN to award the contract to any contractor.
( f) TCN reserves the right to annul the Procurement process at any time without incurring any liability in accordance with Section 28 of the Public Procurement Act 2007.
