Expressions of Interest 

The Plateau State Government has received financing from the French Development Agency, and intends to apply part of the funds thereof for payments under the following project: Plateau State Urban Water Supply Project (PSUWSP).

The Services of the consultant shall consist of: Cartography of existing water supply networks in the city of Jos for which the main activities would be:

(1)           Inventory of the Existing water supply network and its infrastructures (based on topographical benchmarks, Geographical Inventory/survey, provision of detailed data, etc.):

  • Network And Related Devices (all transmission pipes, all distribution pipes – diameter D> 100 mm. Smaller pipes with a significant hydraulic behavior, sub-main pipes, valves and
  • others (open or closed), regulating valves of any type, hydrant, stand pipes and public taps, manholes, bulkflow meters) “
  • Hydraulic Infrastructures and related items (water intake, water treatment plants, reservoirs / tanks/ water towers, pumping stations)
  • Other Buildings (PSWB’s head office; commercial directorates)

(2)           Preparation of Base Maps

(3)           Development of the GIS structure

(4)           Cartography / Mapping of the network and building of the database

(5)           Procurement of some G1S tools dedicated to the water supply system management

  • a tool for asset management;
  • A tool allowing an exportation of at least the pipe layer to EPANET (these tools may be included in the GIS. It may also be an external tool reading the GI5 data and creating de EPANET data file);
  • a tool for maintenance especially dedicated to preventive maintenance:
  • a tool for operation: leaks nana, repairs
  • Some optional tools can also be added by the Consultant in its proposal. It is expected that they can help the Client in its GIS software management and in its network management/operation.
  • The tools must also be full open to further developments

(6)           Basic training of the Client’ GIS staff in other to master main procedures related to the assignment

The training should be provided with actual data, including practical activities directly linked to the previous activities

Implementation Period

The Implementation period / duration of the services shall therefore not exceed 6 months.

The Plateau State Water Board hereby invites consultants to show their interest in delivering the Services described above.

Eligibility criteria to AFD’s financing are specified in sub-clause 1.3 of the “Procurement Guidelines for AFD-Financed Contracts in Foreign Countries”, available online on AFD‘s website: www.afd.fr  

Interested consultants must provide information evidencing that they are qualified and experienced to perform those Services. For that purpose, documented evidence of recent and similar services earlier performed shall be submitted.

If the consultant is a Joint Venture (JV), the Expression of Interest shall include a copy of the JV Agreement entered into by all members. Alternatively, a letter of intent to execute a JV Agreement in the event of a successful proposal shall be signed by all members and submitted with the Expression of Interest, together with a copy of the proposed Agreement.

Determination of the similarity of the experiences will be based on:

(1)           The contracts size;

(2)           The technical area and expertise in Cartography of existing water supply networks / Mapping and developments of GIS of urban water supply networks;

(3)           The location in the region, with an advantage for experiences in Nigeria.

The Client will also take into account for the evaluation of the applications the following items:

(1)           Local representatives/partners;

(2)           Skills and availability of in-house technical back-up experts provided to the on-site experts;

ASSIGNMENT TITLE: Technical Assistance for Engineering Supervision and Site Management for Reinforcement & Rehabilitation of 330/132kV and 132/33kV Transmission Substations (Package 1).

The Federal Government of Nigeria has applied for financing from the World Bank toward the cost of the Nigeria Electricity Transmission Project (NETAP), and intends to apply part of the proceeds for consulting services.

The consulting services (“the Services”)

  • Project Management and Supervision
  • Technical Control of Designs
  • Receipt of the equipment in factory and supplies to site
  • Pre-commissioning Tests and Commissioning Upon Works Completion
  • Transfer of Know-How (On the lob Training)
  • The approximate effort level for the assignment is two hundred and sixty-six (266) man months.

The Transmission Company of Nigeria-Project Management Unit (TCN-PMU) now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultant should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

The shortlisting criteria are:

(a)     The Firm’s general experience and overall competence, including relevance of the applicant firm’s area of core business to the assignment envisaged;

(b)     Firm’s good reputation, strong institutional capacity and capability in terms of technical, managerial, expertise, quality Management system, number of technical staff and financial soundness etc.

(c)      The extent of specific experience in assignments of similar nature and complexity in construction management and supervision of substations (132/33kVs and above), including review of design, supervision of EPC contractor’s quality, schedule, environmental, safety and health compliance, verification of equipment quality, certification of variation orders etc. (relevant completion certificates and/or letters of recommendations from former clients to be provided if available);

(d)     The extent of specific experience in assignments of similar nature and complexity in construction management and supervision of substations in sub-Africa region would be a plus.

(e)      Evidence and certification of quality and environmental management

  • The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest
  • Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected
  • A Consultant will be selected in accordance with the Quality and Cost Based Selection (QCBS) method set out in the Procurement Regulations.

Interested Consultancy firms are hereby informed that in addition to the eligibility criteria stated in the advertisement, firms are required to submit “Employees’ Compensation Scheme (ECS) Compliance Certificate issued by the Nigeria Social Insurance Trust Fund (NSITF)”.

Preamble

The Neuropsychiatric Hospital, Aro, Abeokuta is desirous of undertaking some Projects and so would require the services of qualified Consultants to ensure quality assurance in the job.

The Projects are as follows:

LOTA: Drilling of Boreholes and Reticulation of Water System;

LOT B: Procurement of Stationed Waste Compactor (20ft) Container;

LOT C: Agricultural Project for Rehabilitation of Discharged Psychiatric Patients.

Eligibility Criteria

Interested Consultants are required to submit their firm’s documents in sequential order as listed below:

(a)     Company’s Certificate of Registration with Corporate Affairs Commission (CAC);

(b)     Company’s Tax Clearance Certificate for the last three (3) successive years (2014, 2015, and 2016);

(c)      Evidence of Company’s Registration with relevant Professional Bodies;

(d)     Evidence of Certificate/Exemption Certificate from PENCOM in accordance with Pension Reform Act (2004) including evidence of Remittance of Employees Pension Contributions/Deductions;

(e)      Industrial Training Fund (ITF) Compliance Certificate as evidence of fulfilment of the obligation to pay ITF as social security contribution;

(f)      Evidence of Registration on the Bureau of Public Procurement (BPP) National Database of Contractors, Consultants and Service Providers by inclusion of Interim Registration Report (IRR);
